definite or generic?

I found this sentence in the Latejami dictionary (under both "duzevoni" and "bucala").  Isn't "duzevoni" definite by default, and "citizenship" in English seems to be generic in this case, so shouldn't it be "luduzevoni"?

Dasu cakopa libegi zaso duzevoni kuntesye jutamu cakopiva bucaliva tomume duhi = Those people want citizenship but don't want to work for it.
