'upstairs to' vs. 'downstairs from'

In the entries for "kwidazogome" ('upstairs') and "kwidafagome" ('downstairs'), the case tags are defined as 'upstairs to' and 'downstairs from', respectively. Does this mean 'upstairs (in relation) to' and 'downstairs (in relation) to'? If they are strictly directional, then 'upstairs to' indicates the end position, whereas 'downstairs from' indicates the start position. Shouldn't they both have the same type of focus, whether it's start or end?

Keep in mind that the root kwidazog is a locative relationship, and that the case tag kwidazoge means 'upstairs to'.
