new sound scheme

Is there any connection in the new scheme between classifier meanings and modifier meanings?

I notice that some of the modifiers have the same first two letters as their corresponding classifiers, viz.
(Read: Ladekwa classifier/Latejami classifier/Latejami modifier)
ci-        cipu      ci
faw-      kavo      ka
fe-        fepi        fe
ke-       kemo     ke
ko-       kopa      ko
ku-       kumo     ku
pa-       bapi !     ba
paw-     dovu      do
pe-       zegi       ze
pu-       busa      bu
pwe-     zovi       zoy
pya-      bisi       bin
pyo-      jevu      je
pyu-      fag-       fa
swa-      bale !    bay
ta-         dami    da
te-         tega     te
ti-          timi      ti
toa-       zigo     zin
twa-       zoge    zon

But the following don't following this pattern:
ca-      cala      za
fa-        kigi       kwi
ki-        kiva       di
kyo-     bave !    kwa
se-       begi      tay
twe-      tesye    xe
