I believe this is true.
I don't actually think that Rick's monograph includes a section on capitalization--or at least, I don't recall one...
I just checked, and I believe there is no position at all taken in the monograph on capitalization, although in the example sentences, the first word is always capitalized, and so are all names and mnemonic names.
