What if you allow a syllable to end not just in a vowel or semivowel, but also in 'n', 'm', 'l', 'r', and maybe 'ng'?
Keeping the same six unvoiced consonants as initials, this would allow 6*[(5 * 6) + 3] = 198 distinct syllables, and an equal number with voiced initials.
A subset of these could be used too, although using just one of the five, e.g. 'n', seems to be too small.
