You asked for comments and suggestions.
Stephan already mentioned the problem of modifiers derived from multiple classifiers (e.g., "ba" from "baw", "bay", "bwa", or "bya"). You may have mentioned it yourself in your own suggestion. This is my main (maybe sole) objection to what you suggested. It would add a lot of ambiguity, I think.
I like the one-to-one classifier-modifier relation afforded by the voiced/unvoiced distinction.
One advantage your suggestion has is that it would make borrowings (mnemonics) and names a lot closer to the originals.
